Police had believed Route 1 would be closed through morning drive between Madison and Montgomery but the road reopened just after 7 a.m.
Neighbors on the 800 block of Patrick Street told police they heard gunshots around 2:17 a.m. Wednesday. When police arrived on the scene, they found the bodies of two men in the street.
The identities of the men have not been released pending notification of next of kin.
The shooting in an Alexandria public housing complex come as crime in the city is at a 40-year low.
Neighbors and police say there have been few problems in this particular neighborhood.
Police say these were the second and third homicides in Alexandria this year. There were five murders in Alexandria last year.
