HOA backs down, rescinds fines for Christmas lights

FREDERICK, Md. -- A crowded clubhouse erupted in applause as a covenant committee withdrew fines against Christmas light displays in the Worman's Mill community.

Three homeowners remained defiant and kept up their displays, despite fines from their homeowners' association.

The fines had been $25 a day for the displays which included Snoopys, Santas and Christmas trees.

The association had said the displays didn't fit the community's "design concept."

Committee chairman Harvey Alter wouldn't say how the displays violate community rules, but he says the homeowners have broken contracts they signed when they bought their homes.

"The code says appropriate seasonal/holiday décor is allowed with no prior approval," violator Debra Sachs says. "It's a pretty vague statement."

The committee plans to revisit its policy before next Christmas.

More than 50 people turned out for Monday night's meeting.
